Our Management Structure

Born in 1974, Firuzan İşcan graduated from Galatasaray High School and completed her undergraduate studies in Industrial Engineering at Galatasaray University in 1997, followed by a Master’s degree in Industrial Engineering at the same university in 1999. She began her insurance career in 2001 at Allianz Sigorta, holding positions such as Regional Manager, Sales Group Manager, Head of Marketing, and Head of Customer Relations. She also worked in Allianz Germany for nearly two years as Head of International Customer and Distribution Channels Experience, and later became General Manager of Allianz Partners Turkey. Between May 2018 and August 2023, she served as Executive Vice President of Sales and Marketing at Axa Sigorta, and on August 16, 2023, she was appointed General Manager of HDI Sigorta. As of March 2025, she also serves as Chairwoman of the Board of HDI Fibaemeklilik and Fibasigorta, in addition to her current duties as Deputy Chairwoman of the Board and General Manager at HDI Sigorta.

Born in 1980, Halil Bay graduated from Istanbul Technical University, Department of Management Engineering in 2004, and completed his Master’s degree in Actuarial Science at Bahçeşehir University. He began his insurance career at Aksigorta in 2004 as a sales representative and joined Allianz Sigorta in 2009 to contribute to the establishment of the motor dealership sales channel. Later, he held several managerial positions at Liberty Sigorta, including Regional Deputy Manager, Regional Manager, and Assistant General Manager of Sales and Marketing. He played an active role in the sale of Liberty Sigorta to HDI Sigorta, and subsequently served as Senior Regional Manager for Istanbul Europe at Ray Sigorta (2019–2022). Before joining HDI Sigorta in September 2023, he served as Regional Coordinator for Kadıköy at Axa Sigorta. He currently holds the position of Assistant General Manager responsible for Sales at HDI Sigorta.

Born in Istanbul in 1980, F. Burcu Çakıcı graduated from Marmara University, Department of Actuarial Science in 2003. She began her professional career at PricewaterhouseCoopers in 2003 and joined HDI Sigorta in 2010. After managing departments including Accounting, Collections, Fund Management, Budget and Financial Reporting, and Recourse, she was appointed Assistant General Manager responsible for Financial Affairs in January 2014.

Born in 1977, Hakan Şatır graduated from Istanbul Technical University, Department of Computer Engineering, and completed MBA at Maltepe University and a Master’s in Sales and Marketing at Okan University. He began his career at Egebank in 1998 as a Systems Engineer and continued at Axa Sigorta for 21 years, where he held roles such as IT Solution Architect, E-commerce and Business Intelligence Manager, Digital Solutions Director, and finally Chief Digital Officer (CDO), serving on the extended Executive Committee. He has been serving as Assistant General Manager of Information Technologies at HDI Sigorta since 2022.

Born in 1982, Ayşe Can Okyay graduated from Istanbul Technical University, Department of Mathematical Engineering, and completed a Master’s in Actuarial Science at Bahçeşehir University. She began her career at Allianz Sigorta in 2006 as Motor Product and Pricing Manager and later became Head of Motor Data, Advanced Analytics, Actuarial and Portfolio Management in 2018. In 2021, she joined Willis Towers Watson as P&C Sales and Implementation Leader. As of December 2022, she serves as Assistant General Manager responsible for Motor Technical and Actuarial Pricing at HDI Sigorta.

Born in 1984, Cihan Çiçek graduated from Yıldız Technical University, Department of Metallurgical and Materials Engineering in 2007, and completed his Master’s in Insurance and Risk Management at Istanbul Commerce University in 2015. He began his insurance career at Aviva Sigorta in 2008 as Underwriting and Reinsurance Specialist and later worked as Assistant Manager for Non-Motor Technical and Reinsurance. He served as Non-Motor Technical and Reinsurance Manager at Unico Sigorta (2015–2017) and as Non-Motor Technical Director at ERGO Sigorta (2017–2021), actively contributing to the company’s acquisition by HDI Sigorta. He continued as Group Manager for Non-Motor Technical and Reinsurance at HDI Sigorta and was appointed Assistant General Manager responsible for Non-Motor Technical and Reinsurance in January 2024.

Born in 1979, Sinem Gürün graduated from Istanbul Technical University, Department of Mathematical Engineering in 2003 and completed her Master’s in Business Administration at Galatasaray University. She began her insurance career at Anadolu Sigorta in 2004 and has since gained extensive experience in bancassurance, motor and non-motor claims, and supply management. Before joining HDI Sigorta, she served as Claims Coordinator, overseeing digitalization strategies, cost optimization projects, and initiatives that significantly improved operational efficiency. She also played a key role in implementing digital fraud detection and artificial intelligence applications. As of February 2025, she serves as Assistant General Manager responsible for Claims at HDI Sigorta.
